关于开展幼儿园“小学化”专项治理

工作的通知

 

各乡镇(街道办事处)中心学校,各民办学校幼儿园:

  近年来,我县学前教育工作坚持发展与质量并重,幼儿园保育教育水平不断提高,但部分幼儿园仍存在违背幼儿身心发展规律和认知特点,提前教授小学内容、强化知识技能训练,“小学化”倾向比较严重,这不仅剥夺了幼儿童年的快乐,更挫伤了幼儿的学习兴趣,影响身心健康发展。为深入贯彻落实《幼儿园工作规程》、《幼儿园教育指导纲要》和《3—6岁儿童学习与发展指南》,推进幼儿园科学保教,根据《邵阳市教育局关于开展幼儿园“小学化”专项治理工作的通知》(邵教通[2018]180号)要求,现将我县开展幼儿园“小学化”专项治理工作有关事项通知如下。

  一、指导思想

  以习近平新时代中国特色社会主义思想为指导,深入贯彻落实党的十九大精神,全面贯彻党的教育方针,落实立德树人根本任务,遵循幼儿年龄特点和身心发展规律,建立完善科学保教的长效机制。通过自查摸排、全面整改和专项督查,促进幼儿园树立科学保教观念,落实以游戏为基本活动,坚决纠正“小学化”倾向,切实提高幼儿园科学保教水平,促进幼儿身心健康发展。

二、治理任务

1.规范幼儿园用书。各单位必须坚决落实市教育局《关于规范全市幼儿园教师指导用书和配套教育资源包的通知》(邵教通〔2018〕153号)有关要求,幼儿园用书从省教育厅审定推荐的中国出版集团东方出版中心的《多元整合幼儿园教育活动资源包》教师指导用书及其教育资源包和中国大地出版社的《幼儿园创新活动课程》教师指导用书及其教育资源包这两个版本中择优选用。

2.严禁教授小学课程内容。对于提前教授汉语拼音、识字、计算、英语等小学课程内容的,要坚决予以禁止。对于幼儿园布置幼儿完成小学内容家庭作业、组织小学内容有关考试测验的,要坚决予以纠正。社会培训机构也不得以学前班、幼小衔接等名义提前教授小学内容,各单位要结合校外培训机构治理予以规范。

3.纠正“小学化”教育方式。针对幼儿园不能坚持以游戏为基本活动,脱离幼儿生活情景,以课堂集中授课方式为主组织安排一日活动;或以机械背诵、记忆、抄写、计算等方式进行知识技能性强化训练的行为,要坚决予以纠正。要引导幼儿园园长、教师及家长树立科学育儿观念,坚持以幼儿为本,尊重幼儿学习兴趣和需求,以游戏为基本活动,灵活运用集体、小组和个别活动等多种形式,合理安排和组织幼儿一日生活,促进幼儿在活动中通过亲身体验、直接感知、实践操作进行自主游戏和学习探究。

4.整治“小学化”教育环境。对于未按规定创设多种活动区域(区角),未提供充足的玩教具、游戏材料和图书,缺乏激发幼儿探究兴趣、强健体魄、自主游戏的教育环境的,要调整幼儿园活动区域设置,合理利用室内外环境,创设开放的、多样的区域活动空间,并配备必要的符合幼儿年龄特点的玩教具、游戏材料、图画书;要充分利用本地生活和自然资源,遴选、开发、设计一批适宜幼儿的游戏活动,丰富游戏资源,满足幼儿开展游戏活动的基本需要。

  5.解决教师资质能力不合格问题。对于不具备幼儿园教师资格的,要督促其参加专业技能补偿培训并通过考试取得幼儿园教师资格证,仍不能取得教师资格的,要限期予以调整。对于不适应科学保教需要,习惯于“小学化”教学,不善于按照幼儿身心发展规律和特点组织开展游戏活动的,要通过开展岗位适应性规范培训,提高幼儿园教师科学保教能力。

  6. 小学坚持零起点教学。对于小学起始年级未按国家课标规定实施零起点教学、压缩课时、超前超标教学,以及在招生入学中面向幼儿组织小学内容的知识能力测试,或以幼儿参加有关竞赛成绩及证书作为招生依据的,要坚决纠正,并视具体情节追究校长和有关教师的责任,纳入规范办学诚信记录。

  三、治理步骤

  专项治理分四个阶段进行。

  第一阶段:全面部署(2018年9月20日前)。各中心学校要认真制定治理方案,按照“谁主管,谁负责”的原则,明确牵头领导,组建领导工作机构,明确工作要求,设计自查和摸排表格,部署所辖幼儿园、小学和培训机构及时开展自查和摸排。

  第二阶段:自查与摸排(2018年9月-12月)。幼儿园、小学和培训机构对照治理任务逐项自查,列出问题清单,提交自查报告,于2018年10月底前报中心学校。各中心学校根据各幼儿园、小学和培训机构自查情况组织抽查和摸排,于2018年11月底前完成,并将专项治理工作情况书面总结于2018年12月10日前报县教育局基础教育股。

  第三阶段:全面整改(2018年9月-2019年3月底)。幼儿园、小学和培训机构根据自查的问题清单,边查边改。各中心学校要根据抽查和摸排情况,针对每个幼儿园、小学和培训机构提出具体的整改措施,明确整改步骤、时间和任务,坚决纠正“小学化”倾向的各种错误行为。整改工作于2019年3月底前完成。 

第四阶段:专项督查(2018年12月-2019年5月)。县教育局在各中心学校开展专项督查的基础上,于2018年12月底前结合公办园保教常规考核和民办幼儿园办学水平评估进行全面督查,2019年4月底前进行随机抽查。5月份,各中心学校与幼儿园均须做好迎接省、市教育督导部门专项督查的准备工作。

四、组织实施

1.加强领导,确保专项治理顺利开展。各中心学校要切实加强组织领导,成立领导小组,明确牵头领导,建立专项治理工作小组,认真制订专项治理工作方案,明确工作目标和时间表,分步骤按阶段实施。县教育局将由基教、民办教育管理、人教、督导等股室组成专项治理工作小组,督促各单位抓紧落实,如期开展,确保完成治理任务。

2.强化培训,提高教师业务素质。县教育局将结合“国培”“省培”,分层分级开展幼儿园园长、教师、保育员及行政管理人员专项培训。各幼儿园要本着“缺什么,补什么”的原则,精心组织园本培训,着重加强《幼儿园管理条例》《幼儿园工作规程》《幼儿园教育指导纲要》《3-6岁儿童学习与发展指南》及有关法律法规的学习,组织幼儿教师开展游戏教学、环境创设、自制玩教具、教研、安全教育等方面业务能力的培训,强化幼儿教师的师德师风培训,切实提高园长、教师及保育员的业务能力和法律素养。

3.营造氛围,形成家庭、幼儿园、社会三位一体的科学幼儿环境。各幼儿园要充分发挥幼儿园、家庭、社会教育优势互补的作用,积极创造条件为幼儿园提供各类社会资源,促进幼儿园办园质量提升。幼儿园要通过家长开放日、举办家长学校、成立家长委员会等形式,主动邀请家长参与幼儿园管理,定期向家长介绍办园情况,宣传学前教育办学基本理念,帮助家长树立科学的育儿观念。加强与社区及其他有关部门的合作,利用社区丰富的资源,将社区的各种活动与幼儿教育活动有机结合,主动向社会传播、宣传科学的育儿理念,提高家庭、社会对学校教育的认知,形成幼儿园与家庭、社会三位一体合作的教育模式。   4.加强监督,进一步健全监管机制。各中心学校要把幼儿园“小学化”专项治理纳入秋季开学检查内容,与中小学开学检查工作一并部署开展。县教育局将建立严格的责任追究制度,对办园行为不规范、存在“小学化”倾向的公办幼儿园,对小学在招生入学中面向幼儿组织小学内容的知识能力测试,或以幼儿参加有关竞赛成绩及证书作为招生依据的,责令幼儿园、小学立即整改,整改不到位的,取消幼儿园及小学当年评优评先资格,并予以通报,严肃追究其主要负责人的行政责任;对办学行为不规范、存在“小学化”倾向的民办幼儿园和社会培训机构,不得参与有关优秀工作者的评选,对问题频发、社会反映强烈的民办幼儿园及社会培训机构,实行年检一票否决。县教育局还将设置专门举报监督电话,自觉接受家长和社会监督。
